In a multicellular organism, it would be almost impossible to determine what gene would have an effect most strongly. It would be as if identifying a person's predominant sex. The individual had to be carefully dissected so it could be determined reliably which gene was responsible for his sexuality/gender/neural pathways. As you can see, such an effort is unprofessionally impractical in many organisms.

Right! I knew that DNA contained many genes, but I had no idea that it only contained a small percentage of them that had a huge effect on the body, and the rest were pretty interchangeable. Thanks!

DNA has no function outside of being a genetic material. It is made up of chains of code designed by god, basically to ensure that he gets credit for all of the myriad worlds he created, and that everyone gets a say in what goes on. All you have to do is read the testaments.
