Flaming Cyberbullying Definition
Flaming cyberbullying definition in itself is perfectly fine. However, actual cyberbullying, which includes linking personal info and other such cybercrime is very much covered under harassment in general.
So if it isn't actually cyberbullying but simply 'harassing', the laws should still catch the person who's harassing, or can we never even be positive that it is?
But that's not harassment either. Even if someone found out someones address and socials that's not online harassment. Reporting online bullying is very hard, you can get them to take it down and that's about it, but so is reporting real life cyberbullying.

Which is why the current laws treat both kinds of behaviour exactly the same.
