You would have a better chance going to the police department, AFAIK. They generally take care of this stuff.

Of course not. You want the police to take care of *your* vehicle since it appears to not be under his/her/your control at the time. I would *absolutely* prefer this over being saddled with car that you will have to try to sell for less than it's worth. That is a massive inconvenience and will not end well for you, your finances, your daily work, your health... *at all.*

I was just asking because I know in Germany cars aren't owned by the person who drives them, but for the police department. All the rest is correct. If I can't find a police officer to take the car to court under their jurisdiction, I'll try to get a private police officer to take it to court.

Why would the police station not be the first place you would look? They are the ones authorized to write such tickets.
