Berkeley rainfall totals for some kind of freak event would be easier to understand than the estimates for Utah.

No. It's 1.2 million square miles compared to 5 million. That's where your fault lies.
So, if I had land covering 25% of my state, I would get the short end of the stick when it comes to rain?
Anything over 5% would be my guess from what was offered before the list got removed. I'm guessing it doesn't get high enough to change anything. That's why Utah is so large, but obviously lower in precipitation. Also, no snow much. I find it hard to believe Utah wouldn't have a higher value, but not too shabby. It looks like San Diego has the lowest area covered. They have 6.8 square miles.
